Box Hill households are absorbing the highest cost-of-living pressure in a generation. The plan is targeted, tested, and built to last beyond a single budget cycle.

The reality.

Mortgage repayments, rent, energy bills, groceries, childcare and out-of-pocket health costs are now stacking on the same household at the same time. For many Box Hill families that's translated into rising credit-card debt, drawing down savings, and putting off medical care. We can't fix that with one more announcement — but we can fix it with a plan that is targeted, costed and continuous.

Stamp-duty reform — phased, opt-in.

Stamp duty is one of the largest single transfers a household ever makes — and it hits hardest at the moments when families are already stretched: first-home, downsize, separation, bereavement.

  • A gradual reduction of stamp duty over multiple budgets — published schedule, no surprises.
  • An optional annual property contribution as an alternative for new buyers who choose it.
  • Existing homeowners protected — no retroactive switch, no forced migration.
  • Independent Treasury modelling published before any threshold moves.

End hidden costs in public education.

"Voluntary" school fees are anything but voluntary for the families being chased for them. Across Victoria they extract an estimated $300–350 million from public school families every year — for the basics of a free public education.

A bulk-billed Medicare Urgent Care Clinic for Box Hill, with extended hours, that can treat minor fractures, infections, burns, sprains, cuts and the everyday injuries that currently end up in Box Hill Hospital's emergency department.

  • Bulk-billed — no out-of-pocket for the people who need it most.
  • Extended hours including evenings and weekends.
  • Co-located or partnered with existing Box Hill primary-care providers.
  • Direct relief for ED wait times at Box Hill Hospital.

Multicultural infrastructure — investing in community strength.

A dedicated Box Hill Multicultural Community Centre — co-funded across all three levels of government — to bring under one roof the language services, settlement support, senior groups and family programs that currently run from borrowed rooms and goodwill.

  • Local, cross-cultural, intergenerational space — not a single-community venue.
  • Anchor tenancies for established multicultural service providers.
  • Co-funding model: Commonwealth, State and Whitehorse Council each at the table.

Small business — fix the system, not the symptom.

Box Hill's small businesses spend hours every week navigating duplicate forms across local, state and federal portals. A Single Business Interface — one centralised digital platform — would cut that time, cut that cost, and let operators get back to running the business.

  • One sign-in for permits, registrations, grants and reporting.
  • Plain-language guidance built with small operators, not consultants.
  • Time-to-decision targets published every quarter.

Targeted relief — not blanket subsidies.

The fastest way to make cost-of-living relief evaporate is to spread it equally across people who don't equally need it. We target relief at:

  • Health Care Card holders.
  • Students, apprentices and TAFE learners.
  • Pensioners and carers.
  • Vulnerable households identified through existing concession frameworks.

Responsible reform — not radical experimentation.

Every measure on this page is structured the same way: pilot it, evaluate it independently, then scale what works. That's the contract.
